The ‘Baker clause’: a step forward for Apprenticeship participation?

Ahead of the ‘Baker clause’ coming into effect from January 2018, Katy Urwin, Director for Apprenticeships at North Warwickshire and South Leicestershire College discusses the positive impact this will have for Apprenticeships.

“The aim of the ‘Baker clause’ is to ensure schools allow further education providers access to promote their services to students.

“The clause states that ‘those running both Local Authority-maintained schools and academies will have to ensure that there is an opportunity for a range of education and training providers to access pupils aged between 13 and 18, in order to promote technical education qualifications or apprenticeships.’

The clause was introduced as part of an amendment to the government’s technical and education bill by former education secretary Lord Baker and Baroness Morris (

Katy added: “This is great news from a training provider’s perspective but also a great step forward in terms of careers advice and guidance for young people. This clause will ensure each young person is equipped to make an informed decision about their next steps. Many school leavers may not currently be aware of Apprenticeships or their benefits. By allowing them access to this information, they can choose the best route for them.

“This will be great news for employers too – with more young people potentially opting for the Apprenticeship route, there will be a wide range of new recruits to choose from.”
